Yerevan /Mediamax/. Head of Communication and Prevention Programmes at the Armenian Office of International Committee of the Red Cross (ICRC) Zara Amatuni told Mediamax today that details about exchange of bodies of deceased soldiers carried out on April 10 aren’t subject to publication.
“ICRC confirms that it participated and helped the sides in the exchange of the bodies as an independent mediator. As for details of the exchange, we don’t comment on them on media platforms, as they are a part of closed dialogues between the sides and us,” Zara Amatuni told Mediamax.
According to her, nevertheless, news and facts about violations of human rights do not escape the attention of the Committee’s leaders.
“ICRC gathers allegations, news reports and facts about violations of international humanitarian law, then we pass our notes to the sides, but it is done within a closed dialogue. As an organization, ICRC doesn’t have investigation mechanism to serve as a judge in confrontations,” said the representative of ICRC Office in Armenia.
Answering the question from Mediamax on whether ICRC can provide data it gathered to other international humanitarian organizations, Zara Amatuni said that any information is a part of dialogue between ICRC and the sides, and it is not provided to any other party.
“Our organization doesn’t have a mandate to hold any side responsible,” added she.
To overcome humanitarian consequences in the conflict zone, ICRC is currently estimating needs of civilians of both sides and is ready to provide support.
“We’re ready to help civilians if necessary, including estimating loss of property. At the moment, we’re reviewing the help we can provide, we can talk about it more objectively later,” stated Zara Amatuni.
The International Committee of the Red Cross offered the sides its support in search operations for missing persons as well.
Zara Amatuni passed that dialogue continues through ICRC Offices in Yerevan, Stepanakert and Baku to solve most urgent issues.
