Yerevan /Mediamax/. Armenia’s Prime Minister Nikol Pashinyan stated today that the developments taking place along the Armenian-Azerbaijani border “have numerous layers and sub-texts”.
He said “it is very important for us to perceive and translate these sub-texts in a right way.”
Speaking at the parliament today Pashinyan referred to the Azerbaijani police base set up in Vorotan section of the Goris-Kapan road and to why the Iranian trucks are being checked there.
He reminded that in December 2020 a process of matching the positions of the Armenian Armed Forces with the borders inherited from the Soviet Union was carried out to avoid new military escalation.
“I also want to remind the law adopted in 2010 on Administrative-Territorial Division, which clearly fixes that the administrative borders of Shurnukh and Vorotan communities match the Armenian-Azerbaijani border. I would register that during the times of the Soviet Union the administrative border of the Soviet Armenia and Soviet Azerbaijan in this section turned into a state border in future and this reality was accepted as a basis. Now in these sections in two places Goris-Kapan road goes beyond the administrative border of Armenia or the Soviet Armenia,” the Prime Minister said.
He said in December 2020 an arrangement was reached to freely use this road for the Armenian transport means and cargo transit.
“But as far as the arrangement has not fixed the circumstance of the foreign cargos, I suppose, Azerbaijan is using it in response to our statements that November 9, 2020 and January 11, 2021 trilateral statements do not mention provision on providing corridor through Armenia’s territory. Accepting that the regional communications should open, nonetheless, the Republic of Armenia registers that while crossing the Armenian territory, the foreign cargos, including from the western regions of Azerbaijan to the Autonomous Republic of Nakhijevan must pass customs, passport and other check-points just as registered in the contract base ensuring the transport communication among the CIS countries,” Pashinyan said.
