ANC representative thinks the draft law on the state of emergency “anti-constitutional”

Yerevan/Mediamax/. Representative of the Armenian National Congress Zoya Tadevosyan stated today that the draft law “On Legal Regime of the State of Emergency” is “anti-constitutional” and strengthens the authorities’ opportunities to commit “an armed overturn”.

Zoya Tadevosyan said that “by adopting the draft law, we’ll step on the path of dictatorship”, Mediamax reports.

 

In his turn, MP from the ruling RPA Artak Davtyan called on not to think the discussion of the draft law is something supernatural. He noted that having such a law could have given answers to many questions in 2008.

 

On February 8, the first hearing of the National Assembly of Armenia discussed the draft law “On Legal Regime of the State of Emergency”. Presenting the draft law, Minister of Justice Hrayr Tovmasyan stated that the draft law gives a clear definition to the notion of “state of emergency”, defines that a state of emergency is announced only in case of threat to the constitutional order of the country as well as in case of an attempt to change or overthrow the constitutional order by force.

 

State of emergency is also announced in case of armed clashes, mass upheavals, terrorist acts, establishing armed groups, national, race, religious conflicts and in case of threat to the life or health of people.
