Yerevan /Mediamax/. President of Armenia Serzh Sargsyan signed a decree today to appoint Armen Papikyan Deputy Foreign Minister of Armenia.
Armen Papikyan enrolled in Faculty of International Relations, Gladzor University in 1990 and graduated in 1995, specializing in international relations and history.
In 2000, he graduated from Fletcher School of Law and Diplomacy at Tufts University.
In 1999, he received retraining at George C. Marshall European Center for Security Studies.
In 2001, he received retraining at NATO Defense College (in Rome).
In 1997-1999, he worked as an Attaché and later as the Third Secretary in Bilateral Military Cooperation Department of Armenian MFA.
In 1999-2002, he worked as the Second Secretary at NATO Division of Arms Control and International Security Department of Armenian MFA.
In 2002-2005, he was the Second Secretary at Permanent Mission of Armenia to the UN in Geneva, while simultaneously working as the Second Secretary at Embassy of Armenia to Switzerland.
In 2005-2007, he worked in Armenian MFA as the Head of Conventional Arms Control Division of Arms Control and International Security Department.
In 2007-2011, he was Counsellor to Permanent Mission of Armenia to the OSCE and Deputy Permanent Representative of Armenia.
In 2011, he worked as Counsellor at European Department of Armenian MFA, and on September 22 the same year he was appointed Permanent Representative of Armenia to the Council of Europe.
