President concerned about changing system of government

Yerevan /Mediamax/. President of Armenia Serzh Sargsyan said he hopes discussions on constitutional reforms will enable to shift to the parliamentary system of government and to have an improved form of current system of government.

The President stated it at the meeting with the members of the Specialized Commission for Constitutional Amendments.

 

The President noted that the Specialized Commission for Constitutional Amendments has firm arguments and justifications.

 

“Moreover, the Venice Commission also finds that the parliamentary system of government might reinforce democracy in Armenia. At the same time, consultations with the political forces show that there are no and objectively there cannot be clearly matching approaches,” said the President.

 

He also noted that the “objective prerequisites” lying in the basis of the stance he expressed “have not greatly changed.”

 

I am still concerned about your specialized approach to the change of the system of government. To be more precise, I still do not comprehend how the model you proposed can unconditionally guarantee two most essential elements – external and internal security and stability of the system of government, which I believe, the current model of system of government ensures. It is not by chance that you have expressed concerns over the stability of the parliamentary system of government and recommended preliminary approaches to address the issue. Apparently, considering the degree of the objectively expected generality of the concept, solutions to these issues could not be highly in-depth and full,” said the President.

 

He added that “along with all this he will express approval of the concept.”

 

“Especially that no political force has objected to the concept during meetings with me,” stressed the President.
