Today we live in a society, which can not imagine life without expressing views on social media. Probably it does have certain advantages. Nevertheless, many participants of active discussions have already forgotten or do not even know about the developments, which unfolded in Armenia 5, 10 or 15 years ago.

Russian co-chair comments on cooperation with PACE

On September 23, OSCE Minsk Group’s Russian Co-chair Yuri Merzlyakov stated that the Minsk Group and the Special Committee of the Parliamentary Assembly of the Council of Europe (PACE) on Nagorno-Karabakh could cooperate on a wide range of issues.

“The OSCE Minsk Group Co-chairs are engaged in mediation at the talks and making proposals, whereas PACE could contribute to the mobilization of public opinion in two countries for seeking compromise which could help achieve settlement. PACE could also be active in assuring fulfillment of commitments by two countries taken upon their accession to the Council of Europe. The major commitment is the peaceful settlement of the Nagorno-Karabakh conflict,” he said.

Merzlyakov also expressed the opinion that the Council of Europe and its Parliamentary Assembly could “take control over” each incident of ceasefire violation in the conflict area and “exert influence upon the sides and force them to follow commitments they have undertaken.”

Casualties in Tavush

On September 24, the armed forces of Azerbaijan conducted intensive shelling of the border villages of Armenia’s Tavush marz. The shelling killed three civilians: 83-year-old Paytsar Aghajanyan from Paravakar village and 94-year-old Shushan Asatryan and 41-year-old Sona Revazyan from Berdavan village.

The co-chairs react

On September 25, the OSCE Minsk Group Co-Chairs expressed their serious concerns about Armenian and Azerbaijani forces using mortars and heavy weapons in and around civilian areas.

“The use of such weapons represents an unacceptable escalation in the conflict. We express our deepest condolences to the families of the deceased and recognize the casualties on each side of the international border and Line of Contact. We appeal to the sides in the strongest possible terms to avoid civilian casualties. The sides have an obligation under the Geneva Conventions to protect the safety and security of non-combatants,” the co-chairs said.
They also expressed regret that those incidents took place on the eve of the agreed meeting of the Armenian and Azerbaijani Foreign Ministers in New York.

“We expect the Ministers to have a serious discussion on the escalation of violence and the issues surrounding a negotiated settlement. While we are unable to determine with certainty how the violence originated since each side accuses the other, the parties should work towards an OSCE investigation mechanism as discussed between the Presidents,” added the co-chairs.

Yerevan reacts

On September 25, Foreign Minister Edward Nalbandian had a meeting with the OSCE Minsk Group Co-chairs in New York and expressed his indignation over gross ceasefire violations by Azerbaijan, which caused human losses among civilians.

“Azerbaijan has developed a bad practice of escalating the situation, even at the expense of human casualties, on the line of contact with Nagorno-Karabakh and the border with Armenia ahead of important visits to the region and high level meetings, thus undermining the meetings and impeding the negotiation process,” said the Armenian FM.

Awards for Aleksanyan and Tsarukyan

On September 26, Armenian President Serzh Sargsyan signed decrees on conferring President of Alex Grig Samvel Aleksanyan and President of Multi Group Gagik Tsarukyan with the 2nd class orders “For Services to the Motherland”.

The decrees mentioned that they were awarded for “active assistance to organization of the events commemorating the Armenian Genocide Centennial.”
