Yerevan /Mediamax/. Armenian Presidential Chief of Staff Vigen Sargsyan is "almost certain” that the draft constitutional reforms will have the majority of votes in referendum scheduled on December 6.
“Interacting with people, I see that more people are prone to saying “yes” understanding the essence of the offered changes”, said Vigen Sargsyan to Public TV Company of Armenia.
Armenian Presidential Chief of Staff said that if people who said “no” got the majority of votes on December 6, it would be “a big shock” to Armenian democratic development perspective.
Vigen Sargsyan recalled that Armenia has been facing a political evolution over the past 24 years passing from full presidential to semi- presidential system and now there is an issue of shifting to parliamentary system.
“Public demand has always been the parliamentary system”, said Vigen Sargsyan.
Armenian Presidential Chief of Staff said that the refusal of constitutional reforms will “throw Armenian democratization back for at least 10 years”. Vigen Sargsyan grounded his opinion by the fact that if the current Constitution remains in its power, the new President elected in 2018 is unlikely to change the system during his first term of presidency and in case of reelection he/she might do it only at the end of his second term.
Vigen Sargsyan also expressed an opinion that “those who preach for “no” will vote for “yes” after all appreciating the advantages of the system”.
